Research center cites outstanding performance of NCR mayors
The HKPH Public Opinion and Research Center, in conjunction with the Asia Research Center based in Hong Kong, has recently finalized a detailed performance evaluation of mayors across the National Capital Region.
This assessment, which carried out from November 3 to 10, 2023, and involved 1,200 participants, revealed significant findings.
At the forefront, three city mayors achieved outstanding scores, leading to a statistical tie for first place: Jeannie Sandoval of Malabon City with an 89.7% performance score, Joy Belmonte of Quezon City with an 89.5% job approval rating, and Eric Olivarez of Parañaque City with an 89.2% assessment rating, showcasing their exceptional leadership and public approval.
In close second place were Mayor Vico Sotto of Pasig City with an 87.5% score and Mayor John Rey Tiangco of Navotas City with 86.8%. Mayor Abigail Binay of Makati City followed in third place with an 85.3% rating. The fourth spot was claimed by Mayor Benjamin Abalos Sr. of Mandaluyong City, scoring an excellent 84.1%, while Mayor Honey Lacuna of Manila City and Mayor Emi Calixto-Rubiano of Pasay City tied for fifth place with 81.7%.
The sixth spot was shared by Mayor Along Malapitan of Caloocan City and Mayor Wes Gatchalian of Valenzuela City, both scoring just above 80%. Mayor Marcy Teodoro of Marikina City secured the seventh rank with 78.5%, followed by Mayor Lani Cayetano of Taguig City in eighth place with 77.3%. The ninth and tenth positions were held by Mayor Ruffy Biazon of Muntinlupa City with 75.6% and Mayor Francis Zamora of San Juan City with 74.2%, respectively. Finally, Mayor Ike Ponce III of Pateros and Mayor Imelda Aguilar of Las Piñas City concluded the rankings with 73.1% and 71.5%, occupying the eleventh and twelfth spots, respectively.
Survey director Steven Su presented the comprehensive report from HKPH-ARC on the performance assessment of the mayors in the National Capital Region of the Philippines. This detailed analysis primarily focuses on leadership and governance, scrutinizing the mayors’ effectiveness in decision-making, transparency, and accountability.
The evaluation also extensively covers policy implementation in key urban areas, such as housing, transportation, and environmental management. Additionally, the report evaluates the efficiency of public services like waste management, healthcare, and public safety, as well as the Mayors’ involvement in economic development, including urban planning, infrastructure projects, and support for local businesses. Their capabilities in managing crises, particularly during natural disasters and public health emergencies, are also assessed.
The second aspect of the HKPH-ARC assessment delves into community engagement and inclusivity. This part of the evaluation focuses on how mayors interact with residents and address their concerns. The preservation of local culture and heritage is another significant area of assessment, alongside initiatives in education and youth programs. The report pays special attention to the efforts and policies related to environmental sustainability, with a particular emphasis on addressing climate change and ecological protection.
The survey methodology used in this assessment ensured a representative sample across diverse demographics and socio-economic backgrounds. By combining both qualitative and quantitative questions, the survey was designed to provide depth and accuracy in its findings. The objective analysis and reporting of the data are emphasized as crucial elements, aiming to provide a clear understanding of the mayors’ impact on the quality of life and overall development within their respective cities and municipality.
