The RP-Mission and Development Foundation Inc. (RPMD) unveiled its “Boses ng Bayan” performance assessment for the third quarter, shedding light on the instrumental roles of government officials and communicators in the country.
In this comprehensive assessment, the RPMD spotlighted two significant categories: “Top Government Senior Officials-Philippines” and “Top Communicators of Government Agencies-Philippines.” These evaluations underscored the invaluable contributions made by these individuals in shaping the nation’s success.
Top government senior officials-Philippines
The category of “Top Government Senior Officials” holds particular significance as these officials play a pivotal role in facilitating the success of their principals. Their expert guidance and strategic decision-making capabilities are indispensable for efficient navigation of the national office and fostering collaborations with other government agencies. Leading this esteemed list is Sofonias Gabonada, currently serving as Deputy Secretary General at the House of Representatives and Chief of Staff of House Speaker Martin Romualdez. Gabonada secured a remarkable 91% performance assessment score, reflecting his influential stature, akin to that of an Undersecretary.
Following closely are other exceptional performers in this category:
- Neliza Macapayag from the Senate of the Philippines achieved a notable score of 89%.
- Epi Densing III, representing the Department of Education, garnered an 87% assessment score.
- Ruth Castelo from the Department of Trade and Industry achieved an 86% rating.
- Hubert Guevara, from the Office of the Executive Secretary, received an 84% score.
- Emerald Ridao of the Presidential Communications Office garnered 82%.
- Zuleika Lopez, affiliated with the Office of the Vice President, marked an 81% score.
- Reinier Yebra from the Department of Transportation and Zeno Abenoja from the Department of Finance followed closely with scores of 80% and 78%, respectively.
- Janet Abuel of the Department of Budget and Management recorded a 76% score.
- Jonathan Malaya of the National Security Council secured 75%.
- Athalia Liong from the Office of the Special Assistant to the President achieved a 70% performance rating.
Top Communicators of Government Agencies in the Philippines
In the “Top Communicators of Government Agencies in the Philippines” category, Undersecretary Goddes Hope Libiran from the Department of Budget and Management stands out with an 88% job performance rating. Government communicators, like Libiran, serve as crucial bridges between the administration and the public, ensuring transparency, clarity, and active engagement.
Other outstanding communicators include:
- Marge Gutierrez from the Department of the Interior and Local Government, achieving an impressive score of 86%.
- Daphne Oseña-Paez of the Presidential Communications Office with 85%.
- Mico Clavano from the Department of Justice at 84%.
- Edu Punay representing the Department of Social Welfare and Development with a score of 82%.
- Mike Poa from the Department of Education securing an 80% rating.
- Cesar Chavez from the Department of Transportation obtaining 78%.
- Reynaldo Munsayac from the Office of the Vice President achieving 77%.
- Beverly Ho of the Department of Health with a 76% score.
- Jean Fajardo representing the Philippine National Police concluding the list with a commendable 71% performance score.

In contrast, the assessment of premier government communicators is anchored on criteria such as message clarity, proactive stakeholder interaction, adept media relations, effective crisis communication handling, and responsiveness to feedback.
This “Top Government Senior Officials” and “Top Communicators of Government Agencies” in the Philippines survey is part of the “Boses ng Bayan” nationwide performance assessment of public officials, involving 10,000 respondents surveyed from September 20 to 30, 2023. The margin of error for this survey is 1%+/-.
